Key Promotions Reflect Continued Investment into the Platform


New York, NY - April 2, 2024 – Tillman Digital Cities (TDC) announces key leadership promotions today, reflecting our ongoing growth in the indoor connectivity sector. These promotions recognize the achievements and contributions of our team members, reinforcing our commitment to innovation in digital infrastructure. We’re proud to announce the following:

• SherAfgan Mehboob – Promotion to President & Chief Financial Officer (CFO).
SherAfgan joined TDC in September 2020 as CFO and Head of Corporate Development, bringing expertise in digital infrastructure and finance, including overseeing more than $40 billion in M&A and financing transactions. His previous roles include Managing Director at Guggenheim Securities, and positions at Deutsche Bank Securities and Deloitte Consulting LLC. SherAfgan holds a B.S. in Computer Science from the College of William & Mary and an MBA from the Johnson School of Management at Cornell University.

• John Cinicolo – Promotion to Chief Technology Officer (CTO).
With over 35 years in the mobile technology sector, John has been a key contributor to TDC's growth over his nearly four-year tenure, initially serving as Vice President before advancing to his most recent role of Senior Vice President of Technology Operations. Throughout his career, spanning technical, operational, and business development roles, John has established a world-class organization focused on technology, strategy, and execution.

• Farouk Zeineddine – Promotion to Vice President, Carrier Program.
Farouk brings over 27 years of experience as a transformational telecom leader, managing the development and deployment of innovative cellular wireless solutions. He is specialized in product line management, architecture (including Macro, Micro, Metro, DAS, Small Cells, In-building systems, and heterogeneous networks), technical services, business development, and construction management. Previously, Farouk was the Senior Deployment Director of carrier programs, steering wireless network projects to ensure timely and effective implementation, thereby enhancing business success and customer satisfaction.

• Joe Malnati - Promotion to Vice President, Network-as-a-Service (NaaS) Program.
With over 25 years of telecom sector experience, Joe has held key positions at AT&T, MasTec, and as a telecom company owner. This diverse background has honed his skills in project management and client relations. Joe's technical and operational leadership, combined with his extensive knowledge in DAS, Small Cell, and fiber technologies, and his proven track record in managing complex construction projects, have significantly contributed to his ability to deliver projects on time and within budget in various challenging environments.

• Noel Matos – Acting Vice President, PM Process and Logistics.
Noel has over 35 years of experience in engineering, product development, program management and Logistics of large-scale networks and competitive marketplace positioning. Noel started his career with McCaw Cellular in the early 1980s launching the first non-wireline cellular carrier in NYC. Noel has held key senior level positions within cellular carriers, national OEMs, neutral host third-party operators (3POs) as well as start-ups within the telecommunications industry.

• Hope Kirkendall – Promotion to Associate Vice President, Business Development.
Since 2006, Hope has engaged in various business development and consultative roles within the wireless industry, particularly within different facets of the in-building ecosystem. An independent consultant in this domain for five (5) years, she has supported the TDC team for the last three years in expanding our in-building business and joined TDC officially in 2023 as our Senior Director, National Accounts and Business Development.
